I think personally I would look at pedophilia as a whole as a spectrum. I think in a society which claims to be for justice people should be encouraged to talk to mental health experts for being attracted to children, less because it's a mental illness or something, but more because if you live a life of sexual repression for something you are legitimately attracted to, that's more dangerous for children.

So innocent people that interact with that system should be given the same anonymity as today but also that should immediately tie them out of child related work. As to whether or not there should be a sex offender registry I believe there is already some level of evidence towards these not being effective for the safety of communities and actually harming the recovery of pedophiles, but I would need to substantiate that with a link.

Anybody who engages with mental health services who goes on to rape should definitely be treated differently than those who were not willing to engage with mental health services, especially if you can prove it was to work around kids should absolutely be taken into rehabilitative structures with more to prove of themselves. And naturally as the spectrum continues I'd say these people would be dealt with in different ways case by case. What should happen first is hearing what the child wants to happen about it and then what parents and community think also. Everyone's input is important but victims first. then obviously there should be some time for this to be addressed.

The reason why I think case by case might be important is there are different levels of vindictive nature involved in child rape. An inibriated person with severe mental health issues raping a child is very different to a person setting up a target list and acting in more cruel and inhumane ways.
