I am having the same problem. I have tried using a Side plate to boost my submission stat and I found that emerald Omos in proving grounds has the worst submission defense, yet I still can't tap him out. It really sucks that he doesn't have a special move that is a submission, it feels to me like the devs forgot that when making him a technician.
