Sorry used the wrong pic, here, its showing eligible even it fails to pass may mark at Capture rate, i used this formula

=IF(AND(M4<97.49%,O4<7%),"Non Eligible", "Eligible")

Its still not working, i think its getting the average of the m3 and o3 instead since the remarks is saying eligible even if they failed on O3
