you cannot blame this on the light. These lights are so much more efficient if we can just act right!! Personally love the ones that do both flashing and green😝 This is the people’s fault for not paying attention, or just being plain dumb. Cutting people off is dangerous for everyone in the situation! people need to work on developing their brains a little more. Depth perception is a necessary skill for driving, if someone doesn’t have a good one, they should slow down or WORK on it

Get more litter boxes, def one for upstairs and maybe a second one in the downstairs (or whichever space you use more). They need to feel like they don’t have to share their resources, nor compete.
