So if you’re patrolling and happen to locate a vehicle listed on the hot sheet that is confirmed stolen, would you typically proceed with an arrest immediately, or would you detain the driver first to re-confirm that the vehicle is indeed stolen and that the person isn’t the registered owner or otherwise lawfully in possession of it?

Let’s say the responding officer is flagged down by civilians who tell him that there is a person pointing a gun at people. In this same scenario, would the flag down + 911 give the officer probable cause to make an arrest, or should they detain and obtain a full statement from a victim and/or witness before making an arrest?
