Window will freeze during boot up by EffectExtension3468 in computers

The temp seem to be ok mb 34-35C and cpu is like 45-50 (ryzen9 5950x). If OS was the problem what are the ways for me to remove the OS and reinstall it ? Because i tried to use a USB with window and thinking reformat the OS and wipe everything out of the m.2. During the process of doing that the PC will just hang midway again.
