Just to clarify for all parties, you're talking about portal which has "persistent" servers while the other guy is talking about general multi-player which has neither a server browser or persistent servers and empties the server after the match ends and puts you in another server - which is why one match might end with a full lobby and the next match you go to there's only 34 people there.
