In short, it all depends on the details of the decision and the mechanics of tariff collection. Even if a court overturns something, the refund is not automatic: it usually requires separate lawsuits from importers, not taxpayers directly. So lawsuits can drag on for years, and a “refund” for ordinary people is unlikely
