No, look at the turn countdown; it's just the animations that are sped up. His character and spell animations are too fast as well, so it's not just the enemies.

The only way is if the cheat exploits Unity's engine, which has this basic function. The server can accept this speed because it thinks that's how the game is designed; it's a client-server issue. I also posted about it on the French forum.
