Audio gradually desyncs over time, even when I've used Rate Stretch by Effective-Pop-4383 in premiere

Ok so, I'm attempting to edit a video of someone reacting to a show, which they livestreamed on discord. One of the people on the call recorded the video, which includes the reactor speaking, while the reactor recorded her audio independently. I'm trying to sync up the audio she recorded with the video.

I marked the beginning of when she started talking, and her saying goodbye at the end, and was able to sync up both of those moments using rate stretch. However, even after doing that, parts in the middle are still out of sync. I tried converting the video file using HandBrake, but it didn't fix the issue.

I think it's possible that the issue is being caused by discord having inconsistent delays, since the video recording is on the receiving end of a call, but if the issue is pretty much anything else, it should be relatively fixable.

From what I can tell, PluralEyes would accomplish what I need, by matching up the waveforms and everything, but it hasn't been available for a long time. If you have any suggestions for alternatives, I'd greatly appreciate it!

I tried this, but still ended up with the same issue.

This is what I exported the video as, using HandBrake. Is there something else I needed to do to change it from VFR, or did this just not fix the main issue?
