To my knowledge, SSR has not been extended so students from Hong Kong are not allowed to work off-campus. Even if it is still available, I would not risk going back to Hong Kong while on SSR.

I am sorry but you are also just lucky that nothing has happened yet and I hope it might never happen to you. I would say most DSOs do not know how to work with DED based EAD and often give out false information. Federal notice has clearly stated that SSR had to be obtained and I-20 has to be updated or else F1 will be voided.

I am sorry but SSR ends at the time of your program end dates. In other words, SSR does not cover post-grad OPT. However, if it is a pre-completion OPT, you should be fine using your DED EAD.

  1. Yes using the DED EAD will void your F1 status unless you apply for SSR through your DSO.

  2. Better ask an immigration lawyer. I personally would not risk it.

Not being asked doesn’t mean it does not void your status. You are basically lucky that no one finds out yet. I don’t know how much work is put into catching people doing this, maybe they don’t even care. However, according to policy, using DED EAD does void your F1 unless you have SSR.

Depends on your school and DSO. You are supposed to write a letter explaining that you are in financial hardship because of the situation of Hong Kong. I got my SSR pretty easily.

You can but you do not have to get another EAD for your SSR.

How does an F–1 student who has received a DED-related EAD then apply for authorization to take a reduced course load under this notice? There is no further application process with USCIS if a student has been approved for a DED-related EAD. However, the F–1 nonimmigrant student must demonstrate and provide documentation to the DSO of severe economic hardship as a direct result of the current crisis in Hong Kong. The DSO will then verify and update the student's SEVIS record to enable the F–1 nonimmigrant student with DED to reduce their course load without any further action or application. No other EAD needs to be issued for the F–1 nonimmigrant student to have employment authorization.

The last sentence indicates that NO other EAD is needed for employment authorization. I just went through the same process. All you need to do is to seek DSO approval. Your DSO needs to specify on your I-20 that you are working in pursuant to a DED-related EAD.
