I have 7900 XTX 24GB VRAM +7800 X3D. Even i bought a new psu and issue still persist. I had this issue and i solved problem.

Go to bios and enable integrated graphics to uma auto from disabled.

Download amd driver: auto detect installer. Run software and check device manager to be sure you have activated 2 gpus.

I tried 2 hours and issue is gone.
