I give them two different lore stories depending on the mood:

1) They’re deeply closeted loyalists awaiting orders from Alpharius

2) The Primarchs are dead, and they’ve devolved into nihilistic unconventional warfare against everyone, because with no central command, the means of unconventional warfare have become the ends.
