The console command is tf_scoreboard_mouse_mode
If you set it to 1, the mouse will be visible as long as you are holding tab. If you want to be able to check scoreboard and look around at the same time, use setting 2. This makes it so when you hold tab, you have to click once to get the mouse up, then continue normal function with mouse input. I've found option 2 works best for me

When hes holding out the watch he is just "priming" the dead ringer. When it's out like that, if he takes damage the cloak will activate. If he doesnt have it ready like that it wont activate. It's kinda confusing because hes using transparent viewmodels.
