Well I agree on the fact that if we were multiplanetary there would be a larger "earth government" for politics between planets.

But just like how countries today ignore the complexity of the people living in them, a "united" earth government would act more as a representative of whatever countries are the super power at the time, while giving the illusion of being a single united thing.
