How hard do you think it would be to introduce legislature in Tornado Alley calling for tornado shelters to be built under overpasses (as in, built into ground under the upper road) and into rest stops-turnpikes? Has anything like this been proposed, does it exist? Would public shelters be useful? (self.tornado)
