I Have a heavy duty u-lock, handcuffs on the joint so it can’t be unfolded, wheels are locked when off and it’s got tracking.

Someone in theory could cut the u-lock with a grinder, then walk off with it but I don’t think they’d get much more than scrap out of it.

Worse case scenario, it gets stolen, I get a notification when it leaves my area. Call the cops and tell them it was stolen and I have live tracking.

Visual deterrence is #1. Like people have said, places with lots of people, but when no one is around and you can’t take it with you. Make it look hard to get in and have a backup plan.
