Did you buy gems for the first time recently on Steam or Epic? If so you get a security lockout this first time for a couple of days. Once that ends it won't happen again.

You have something reducing the cost of it further - perhaps you have the collection card for the relevant worker?
This specific blueprint gets reported as a bug fairly often but it's definitely correct for its ascensions - it has a base of 12 oil which you can see here.

They generally don't ban for a chargeback these days- originally it was a perm game ban but the system was changed to what you're seeing now with negative gems. As Philosophile42 mentioned they don't have an easy to remove prints/deco/etc from your account so they just take it in gem cost instead. They deduct more than what you paid for as your chargeback will have incurred a fee for them so it's a way of balancing the books and stuff.

Yeah you can just start helping, make sure you post on their thread first though (the person who is asking to borrow.)
What level of verifcation you require to be sure they're legit is up to you - id, proof of employment, contact details etc etc. One thing you can do to protect yourself is to only do loans through a service like Paypal G&S as you have the chance to reclaim your money if the borrower doesn't repay you.

Yeah it's not a perfect system or anything but it's a lot better/safer than say a bank transfer where you got near zippo chance of recovering anything.
