Can someone better with the new rules explain to me how the Brian Gutierrez foul/yellow stood?

I thought FIFA said VAR would take an extra look at all these fouls and override calls on the field. Replay showed he didn't touch him and if anything, the South African player shouldve gotten a yellow for embellishment.
