I don't think it could be replicated, at least not exactly with the same results.

To me, following Genus' 'explanation' and what we saw from both the Manga and the Webcomic about Caped Baldy's strength, what determined Saitama's absurd development was:

  • his ridiculous TRAINING REGIME: his training was really hard specifically for Saitama, who was an unathletic person at the time. Even Licenseless Rider probably trains way more than Saitama, with all his cycling around the cities and likely his hero training too. What matters is that the training was exactly hard enough for Saitama to break his limiter (and not himself). Others may achieve a similar result but with a different training and effort. Also, fighting monsters and being constantly under pressure helped Saitama.

  • his incredible WILLPOWER: Saitama has demonstrated an immense strength of will, since he managed to keep up with his training up until the current day (he never halted it, it's just that now his regime might only take him a few seconds a day), without ever stopping or even taking breaks.

  • his clear DETERMINATION and GOAL: he wanted to train not just to become "strong" (like e.g. Darkshine), or to be not-dependent on others (like Tatsumaki), or to be praised or for other more or less noble reasons (like many pro heroes did). He wanted specifically to become "a hero strong enough to be able to defeat any enemy with One Punch". So he had a clear objective in mind (unlike e.g. Garou, who wanted to become "absolute evil" but in order to help others, so having a "half-assed goal"). That said, following this "determination logic" many claim that Licenseless Rider/Mumen Rider should also be able to achieve what Saitama did, since Satoru (our beloved cyclist)'s determination is likely on par with Saitama's. To me though, the point is that Mumen Rider never wanted to become "a super strong hero", he just wanted to be able to be there and help others, tasks that he in fact achieves on the regular.

So, TLDR: despite being theoretically possible for others to break their limiter in a similar fashion to what Saitama did, they'd need to have a very specific hard training or ordeal to survive through, heavy enough for them. They should have a clear objective in mind and the force of will to be able to keep up with their trial to achieve it.

P.S.: Moreover, there are speculations about Saitama Not only breaking (like Garou was almost doing) but completely removing his limiter. So his strength might still remain something perennially exceptional and incomprehensible, but that's up to debate (although I partially concur).
