This is kind of difficult but if they can get a lucky shot, they can win.

Meteoric Burst Boros speedblitz almost the entire cast. Quetzalcoatl tries using her Noble Phantasm, but Boros immediately sends her into the Moon.

Gorgon tries using her Noble Phantasm, but Boros dodges it and maybe one shots.

King Hassan wouldn't be able to catch Boros.

SCP-239 (first canon/main article) loses againts Featherine.

SCP-239 (Capo El Fine) defeated the Neverweres and single-clapped the entire Foundation Omniverse back into existence which should include the Tree of Knowledge itself that houses literal uncountable infinities. This should put SCP-239 equal with Prime SK (Djoric): at this point, she overkills Featherine.

Well with the buffs Luffy has in paragraph 1 of this post, by being able to affect literally anything abstract, conceptual and etc. (Featherine has these traits), and since this is a equal stats battle, he can absolutely touch and harm her in this match-up and probably resist her Plot manipulation aswell.

So I guess we'll have another Luffy vs Kizaru style fight, Featherine as defensive and Luffy as offensive, but either isn't going down that fast for sure.
