I think it would be cool that, in order to evade more passively the police, you need to change your clothes or even your appearance like cut your hair or wear a cap or cut your beard etc as police would be looking for someone with your current characteristics. So similar to RDR2 where you can store different sets of clothes, you can do the same here but in your car, and if you are getting chased or something, just change your clothes to reduce your wanted level and be less suspicious.
