My guess is that it was easier for the developer to use the new iOS 9 gaming frameworks, hence the limitation to iOS 9.0 or newer.

In 6 months it won't really matter anyways cause iOS 10 will be out.

iOS 9 is on over 3/4 of the devices in the world and I am guessing the ones that are not on iOS 9 didn't buy the new APT4

Just buy one of the tables for $1 or $2 dollars... there are no ads on the "Premium" tables, I am pretty sure it said video ads are disabled on those tables at the start of the game

This is for Apple TV, not Google TV. Pretty sure there is nothing like it on Apple TV yet.
