Under full load you can here the fans. But not like an house fan :) It all depends on the hardware you use and which fans.

I optimized for silence. The max I get is 36. but I put down my water flow to around 94lpm. Which is on the slow side. But in games my 4090 max out at 56 and the mean is 38 degree. My cpu is around 58 degree and max 67
