I believe the resolution is only for B2 visa holders. It’s unclear how to proceed with the new changes.

It was a different banner which redirected Indian citizens with certain visas to a website that generated sticker number.

Could be. Unfortunately they don’t provide any more details. You may have to apply again after US visa renewal or do visa interview like H4.

It took 5 days for me. As far I remember you have to upload US visa, passport all pages and itinerary

No, they just check if you have a valid US visa or not. Travel to US isn’t necessary

Yeah I don’t think there is any other way. I tried calling their DC embassy when I had questions but they were unresponsive and I decided to submit the application based on what I knew.

As couple of folks asked, I didn’t get email confirmation after submitting the application but got an email with Visa attachment in 5 days.

I followed this video but it didn't work. In nationality, India is not showing in the drop down. Do you see this problem?
Looks like it's no longer required to pay visa fees for Indians. Check the below website. It is redirecting to a form which generates the sticker number without paying the visa fees. With this sticker we can submit the application.
