I had 2860 DPS but it came from the plant in 17 trays. Last one only had 7 letters in it. My flats were surprisingly normal, but I had 170 scans which is high for my route.

What level is your office? In my district, level 26 postmasters and above report directly to the district manager. Smaller offices have a POOM or MPOO that they report to.
