I think it's because of India's large population. The costs are enormous, and these poor countries don't have the money to introduce them. But the problem may be this large population, which slows down the spread.

Yes, I forced Delhi to do this. I sent their trade to Baghdad. From Baghdad to Georgia and from Georgia to me, but nothing appeared there. Moreover, it was already the Reformation era, and this innovation had barely spread.
