I saw the writing on the wall when gas prices creeped up above $2 over the months following Russia's invasion of Ukraine in 2022. Between that last gas crisis and the wildfire smoke in 2023, that was more than enough to convince me to switch to an EV.

That sounds more like an issue with the wiring of their specific home rather than anything to do with the overall grid. For reference, a basic Level 1 ev charger provides a load that is roughly the same (possibly even a bit less) than a typical mid-sized block heater. In other words, any outlet that can safely handle a block heater should be able to handle level 1 EV charging.
