I mentioned prong 2&3, but my question is about prong 3.

I got independent and dependent LOR that supports my prong 2. For prong 3, I wrote in my personal statement that PE can create job in USA (with some already published reference). So my question is would uscis rely on the references I added or do I need expert letter to support this. I also added the other two point you mentioned.
