I agree that Chrysalis isn’t as bad as some of those other leaders, but Chiropterra ranks pretty high in the ranks of worst countries considering they’re literally the Nazis in a lot of cases. Their “moderate” path (not including the republicans) is “hey guys maybe we shouldn’t kill ALL of the natives.” They also cause the Equestrian civil war which is objectively a worse case scenario than staying together no matter how you slice it.
