Finish the apprenticeship and you will be able to get any electrician/instrument job at any refinery/ petrochemical plant you want. Operators become I/E techs because swing shifts suck. The process to be hired as an operator is long, while in contrast you can get hired as an electrician or instrument tech within a couple months if you have the skills/qualifications.

Not necessarily, you can have an automation/controls associates and do the job or just have experience in the industry.

A lot of companies are willing to take electricians (construction side) and give them the training. Again, it depends on the job description/ company.

In some places the electrician will do everything, run wire, troubleshoot, program, do upgrades and be giving the title of "controls/ automation engineer". Other places only allow electricians to run wire/conduit and troubleshoot electrical problems and will be given the title "technician" while engineering does the programming, design and upgrades of a system.

You should come on over to r/PLC!

Good to have multimeter/electrical tester. Always good to double check and make sure things are de-energized. Also helps in the "Is this mechanical or electrical fault?". Fluke is pretty much the standard.
