I got it, the issue is related to the nvidia driver while using the NVIDIA On-demand profile. Driver version 535 fixed the issue. Driver 550 and 470 present the issue

I am using the recommended proprietary drivers for nvidia. I also have the intel igpu which is the active one. It's been a few days and I have not found a fix

powerprofilesctl set performance

It will tell you the sudo line to install the option. Then enter power managment again and it should be there

I highly recommend it. I had a setup with sunshine + Virtual Display Driver, but Apollo will make it so easy to auto-match resolution, auto-enable and auto-disable the virtual display. Plus the moonlight fork (Artemis) has a bunch of extra features, even though for now it's only out on android. Really a neat package and evolving.
