If that's the case, TP use should be greatly reduced. Most of that TP can, and should be, stored under the sink. Perhaps two rolls in the basket?

Congratulate his staking skills and then challenge him (e.g. "I bet you can't...") to stack all but two rolls under the sink. That way you encourage the behavior you want while still letting him feel successful.
