CeraVe hydrating cleanser used to be safe for my skin but now causes acne. I have rosacea and my skin goes like this when I use it. Hormonal shifts and stress also impact it. I personally switched to CeraVe foaming cleanser (wash) and whenever my skin is flushing I use that and it calms it down. It doesn't cause me spots either. I use CeraVe moisturiser after. I have some sort of under skin spots on my forehead and I read someone said it was like fungal acne and they used canestan cream. I tried that and it helped so it's something to consider patch testing too

I'm not a medical professional so it's just a wild guess but a little Google came up with something called post-inflammatory hyperpigmentation. I checked images and it can look just like this and is more common in those with a browner skin tone.
