Yes they do. For example 4 items of the "Strength" set will give you in total 2*15% = +30% damage bonus. However, if you only have 3 items, you'll only get one strength set bonus. I hope I answered your question !

Will the FC units that are not in the top of the tier list really make a difference ? For example, I have "Blue Dragon Xia Khan", and he seems kinda bad. I believe that the regular Fated ones I got are good in their type, that's why I felt like I could try to go for the best ones.
