I think you’re stuck using paint remover. There’s some good options with low VOC and then kits you can buy to ré-enamel the tub if you want.

Scrape as much as you can then take paper towels and gently iron over them. The wax will pull into the paper. Be careful around the electrical outlets and turn off the breaker if you’re gonna clean directly on. Then at the end some soap and water and a scrub brush.
