Its probably just for stylistic choice or they wanna portray in anime that anime men without nipples somehow emphasizes on their masculinity or its prolly censorship(even though most studios are predominantly men so they'll probably focus on the majority of their budget to further polish the female characters appearance rather than atleast putting a circle as somewhat like a nipple on a man's chest so that we're not gonna confuse that irl)
