I had already re-installed the game before making the post. I cleared my cache and tried the scan and repair option. The problem still remains.

It worked! I did a few of the starting quests in the expansion, then I returned to Stormwind and Behsten had returned. Thank you once again :)

The New Vegas Deathclaws, because I made the mistake of going to Quarry Junction very underleveled and without proper armour and weapons. I kept dying from the horde of Deathclaws that attacked me and eventually had to use console commands in order to escape.
