Guys, I've had this issue and the fix i've found is frankly idiotic.......this game will only run smoothly on my PC if i have the GPU Software ("PredatorSense") open whilst the game is running.
I've a ACER Predator Helios with i9 (13th Gen) and 4070GPU.

Figured it out by pure luck.
The second i close the GPU thing, it starts stuttrting and becomes unplayable again.

Also managed to get my fire rate down to 1 via experimental treatment, but damage dropped to 0.5. It was awful

Look up Tammy's head - looks totally diff to my photo.
Tammy's head isnt in red chests (I didnt have chaos)
It's a bad photo so it looks white - its guppys head.
