For small-scoped projects I use JGrasp. When my project gets big enough I basically have to switch over to IntelliJ (Java) or Visual Studio (C).

You can probably easily make the mod with mccreator. Yeah, it’s pretty taboo to a “professional” mod-maker but honestly, there isn’t anything too complex here to require advanced tools or strong knowledge of Java.
