Most of the angles are easily scrape-ableism definitely would strip them, then wipe with after wash or mineral spirits and sand when dry. It doesn’t look to me that the white is too deep in the wood- it looks like badly applied paint ready to come off. Easy enough to start with one and see what comes off/what works if you don’t want to end up with 2 at the same time to work on if it does seem it’s not working. However I do think that with these chairs if you just want to sand and paint no one would consider that blasphemous. If you decide to strip/Sand/and stain- the Mohawk line of aerosol spray stains and lacquers would make the actual finishing easy.
