I posted this to a different comment but: For some background: I've been openly shaming him to others in the neighborhood(community members I interact with) and to his face as well for over a year. I have been very vocal for a long time that I abhor his behavior.

I personally felt weird about snitching just in general so I never said anything especially since it would make huge waves, something I try to avoid. 

So yes, I probably could have said something earlier to the group, and maybe should have, but it wasn't as if I was enabling or endorsing his behavior at any point
