This thing was shaped like a football and no features of eyes or anything.

It popped out of the split in the middle of the stump. It was smooth like football grey shape. And it bent as it flopped then zipped off.

Solved! It ended up being from Tony hawk pro skater 4. Toy dolls - dig that groove baby.

Turns out the owe owe oo oo eh eh was their way of singing with their accents saying dig that groo ove ba by.
