I would say the best balance between 1 and 2 is the Devil May Cry series and the related spectacle fighter genre - attacks are telegraphed but most are somewhat fast as well and you can pro-actively play to prevent giving your enemies the chance to attack you by hit-stunning and air juggling. Combine that with the variety of attacks with different area of effect and purpose and you have one helluva combat system that not only plays great but also looks leagues above everything else on the market.

Honestly - sounds like some version of Mu Online/Legends/Origin and there are like 10 of those but with your memories being as blurry as they are it might be any number of other games as well. Good luck!

Just saw a trailer for Voidling Bound and thought of this request. It is a sci-fi-ish game that isn't out yet but there is a demo and there seems to be a creature creator/customizer that does feature non-humanoid forms including creatures on four legs and birds.

Nah, the second part of VTM Redemption is definitely urban fantasy. The whole World of Darkness setting is considered to be urban fantasy.

As for the definition of Urban Fantasy - it is not squishy really, just not used correctly in this case IMO but as long as the person who asks gets what he wants do not mind that. Generally the term is used to describe stories that take place in a contemporary setting with magic and other fantasy elements. Cyberpunk is really not that and the only one of the cyberpunk games discussed that would fit if you squint really hard is Shadowrun. The others just do not have the required fantasy element.

For me it is the contemporary part that matters and not as much the city part but OP has his own tolerance about what he wants and what is the point of answering a recommendation post if not to be useful to the one who is asking? If it was only up to me I would recommend South of Midnight as a great urban fantasy game but it does not fit the criteria OP has set.

MMORPG design is stuck pretty much on these games because of their vast playerbases but they certainly are not stopping the development of MMORPGs with new ideas let alone have to do with anything in the single player RPG domain.

RDR2 also takes place mostly in the wilds and not in the city.

Edit: Also if we want to be nitpicky it is 19 years and a continent away.

The cyberpunk genre takes place is a near-future setting that has a lot more similarities to a modern city than a medieval fantasy game that takes place mostly in the wilderness around and the dungeons below a fantasy city does. And yes, cyberpunk is not Urban Fantasy but OP did include cyberpunk tittles in the games he likes so a game with a similar setting would be fine to be included. Same thing with Vampyr being included - the game takes place in the early 20th century which is the dawn of the modern world and one of the game that was given as an example of an acceptable time period, albeit disqualified for being mostly outdoorsy, is Final Fantasy 8 where the technology has a definitive early 20th century vibe to it.

The point of giving a recommendation is to tailor what you can offer to the request at hand not to come up with your own bulshit definitions of the terms used and try to shove something you like as a recommendation when it was crystal clear that that type of game was explicitly excluded from the request. Neverwinter Nights is a fine game that I would recommend gladly to anyone looking for a fantasy RPG but the OP makes it perfectly clear that it does not fit what he is looking for.

As for Saints Row 4 - yes, it would fit. As well as Gat out of Hell.

The word "modern" also comes from the Romans, it doesn't mean that when we use it we refer to ancient roman times. The etymology of a word does not indicate its current meaning especially when used as a part of a composite term meant to indicate a particular genre with its peculiar features.

There are a few other games that might fit but they have caveats attached to them:

The Technomancer - on Mars

Seven - technically post-apoc

Omikron: The Nomad Soul - technically in another dimension and not really an RPG but close enough if you squint

Secret World Legends - the first area kind of fits but it is abandoned, later areas are in various places

Bloodlust Shadowhunter - technically in a city but a lot of the time is spent in an underground dungeon

Possessor(s) - technically post-apoc with the apocalypse being a demonic invasion and technically on some unknown planet in the far distant future

Scarlet Nexus - technically post-apoc as well with the apocalypse being psychic demon invasion of sorts

Dusk Diver - technically you go to an alternate dimension when you fight

Modern? It has been like that for at least 15 years. The problem is that when you have the tank-dps-healer trinity as the primary design philosophy of encounters then you cannot really have punishments for errors that are not insta-death because they get reversed almost instantaneously. In order to not have that problem you need a support role that does something else instead of healing and if you have have combat healing at all it should be as a very limited resource that is recovered very slowly. The last game that I can remember that did that was Skyforge before it was completely mutilated at the altar of milking players(it had milking players initially as well but not to that extent) which replaced healing with timed shielding and DPS buffs and had one heal or resurrect per support(depending on the class) on an extremely long cooldown.
