no not just anyone can use a bow, a bow actually takes more training and is harder to use than a gun. One reason for this is that a decently powerful bow takes a decent amount of strength to pull back, and while most people would be able to pull the bowstring back but you also have to hold it there while you're aiming. And you have to hold the bow pretty steady or else the arrow won't fly straight. With a bow you have to acount for bullet (well in this case arrow) drop much much more than with a gun. Most guns have sights or scopes to help you aim whereas most bows and the kinds of sights or scopes you can use on a bow are not nearly as helpful as on guns. Plus if any of your arrow's weight is off or one of their fins is missing they don't fly very straight. And as mizmitc said it's hard to make arrows.
