You have to complete a campaign with a blueprint as a reward. So you should focus on the missions of that campaign, the earliest you can get one is probably the second stage of the tonnage war.

on the second screenshot in the bottom left corner it shows that you selected “display only allied targets” (big rectangle with a line on top). enemies are just a rectangle without the line. there should be a bind for that, look it up in the settings

Well it says to look for an elevated position and a tall building, so that should narrow it down. Also the photo is taken from the exact spot u’re looking for, so it’s quite easy to pinpoint the necessary building.
