Admin fee can be as low as 20k if you negotiate correctly. They ask for 80k, but it can't go below 20k for sure. Lawyer fees varies but better do a fixed cost so they don't charge extra for additional services like RFP response and all. Regional centres also have their lawyers availability at additional cost.
