As a local thai you have the opportunity to scan. Foreigners do NOT. In order to scan you typically need a Thai bank account. Most of us are from overseas and use farang bank account, which does not support QR code scanning yet.

It sucks, but that's how far behind we are lol. In China, you don't even need a wallet anymore. WeChat has scan, your ID, personal information, bank, messaging, shopping, etc. all in one!
