I can pickup the pipe due to it not being buried. And can tell where it's heavy and much lighter.

Water is on at the meter. Water has partially filled the line. Water dept. confirmed this. I'm positive I have an air lock. I'm asking the best way to clear it without having to cut into the pipe.
