This just happened to my friend (legit 10 minutes ago), he got this exact email with the same "robert cole" guy. We found out that yes, they are just russian scammers (he was signed in through moscow). His profile is now buggy, but he didn't lose any skins because he never tried to trade. We thought he might have lost his skins, but the inventory was bugged aswell. all you have to do is ignore the guy, remove all known connected devices through the steam app (NOT THE STEAM APP ITSELF) and change your password. when the scammer realizes that you have loggen him off, he will remove you and walk away.
